Competency-Based Training and Assessment (CBTA)
Instead of broad categories, training is now tailored to each employee’s actual job function within the dangerous goods chain. ICAO Annex 18 & Doc 9284 now mandate CBTA; the IATA DGR, 63rd edition onward, enforces it. Based on competencies (knowledge, skills, and abilities) required for the specific tasks that a person performs. For Example, A staff member who only accepts DG shipments doesn’t need the same depth of training as someone preparing DG documentation.
Assessment: Not just theory tests — assessment now ensures the person can demonstrate the required competency (knowledge + correct application in practice).
Flexibility: Training providers and airlines can design programs aligned with ICAO’s Technical Instructions while focusing on what’s really relevant to each job.
